The URL below will show me observations within a given radius of a given point:
https://www.inaturalist.org/observations?lat=43.6613779&lng=-79.338528&radius=5

However, if I try to download from that page, the query shown is reset to just:
quality_grade=any&identifications=any&verifiable=true (https://www.inaturalist.org/observations/export?verifiable=true&page=1&spam=false&lat=43.6613779&lng=-79.338528&radius=5&place_id=any&user_id=&project_id=)

I can paste “observations?lat=43.6613779&lng=-79.338528&radius=5” in but it doesn’t register properly, and all iNat observations are still returned which I obviosuly can’t download.

when you go to your first url and then click the download button, you will get this in the gray box in section 1:
quality_grade=any&identifications=any&verifiable=true

you have to add this to the above:
&taxon_id=48460&verifiable=true&lat=43.6613779&lng=-79.338528&radius=5

(the taxon_id=48460/life is there because you need to specify a taxon, place, user or project.)

then you will be able to generate a CSV file that includes just under 18K records:
