no bug here, at least for the example in your screenshot
using that American Avocet record as an example, which is this observation, it’s because the observer has ticked ‘yes’ for ‘Based on the evidence, can the Community Taxon still be confirmed or improved?’
if you countervote with ‘no’, the record will go to Research Grade, or you can ask the observer why they ticked ‘yes’ and see if they’ll remove the vote (I suspect here, like in many cases I see similar to this one, it was either an accident or they don’t understand how that functionality works)

Everyone who can ID Recurvirostra americana and understands that it is monotypic should be voting No to counteract the yes vote. This is a perfectly good obs of the species.
