I am wanting to post my plant phenology into Budburst which I have been doing by hand and wondering if anyone knows a tool or a way to bulk import iNat observations (with pictures) into Budburst.

i think you need to ask the Budburst folks about this. as far as i can tell, BudBurst has no public API, nor any other public way to bulk upload observations. so i think their staff have to be involved in ingesting sets of data. iNat staff did mention that they did make some the latest annotation changes with input from Budburst. it’s not clear what the scope of that input was, but it’s possible Budburst folks have some way to ingest data from iNat.
it does look like you can download data from Budburst. so I believe it would be possible to upload Budburst data into iNat (including with pictures via the iNat API). that said, iNat isn’t intended to be a data aggregator. so it’s probably not good practice to load such data into iNat, unless maybe you need to merge that data with other data in iNaturalist for some reason.
