can you change how much a location is obscured by because some of my observations location are in the ocean. some are 15-20km offshore

That would be to protect endangered species from poaching.
No, you cannot change the distance by which iNat obscures an observation. People looking at the data have to keep in mind that what iNat shows as the “location” for an obscured observation can indeed be “wrong” in terms of gross habitat type.

If the location is sensitive that the obscuration area isn’t good enough…you should ask yourself “Should I even post this?” We like sharing data here!
