My sister (who told me to make this report) made 3 observations then tried to send me a PM. It said that she “must have three verifiable observations or three identifications for others to do that.” After her 3 observations became research grade, she tried again, but she still couldn’t send one.

Most likely there is a time delay while the observations are indexed / processed before the permission kicks in. I’d guess they are just queued up for processing.

Yeah, basically we can’t run continual checks to see if a user has passed the thresholds for sending messages, making projects, or making places, so give it an hour or two once the requirement has been met. It looks like her account is able to send messages now.
