Search for observations for a time period over many years

Is there a way to search for observations for a specific month over many years? I would like to search for something like:

“dragonflies/damselflies in May for the past 10 years in a particular county”.

Did anyone create an outside resource using the API for this?

(This is something that can be accomplished in eBird on their Species Map.)
