Taxon swap didn't work for some users

One user’s ID got swapped, but the first one didn’t.

They may not have their account settings configured to automatically accept taxon changes. In which case, they have to manually accept it before the change will show. Or if it’s the observers ID, they may have opted out of community ID.

Good question, I don’t know that particular history.

I assume it is to keep the integrity of data for users who opt out of community identification

I thought that at first too, but some of the people affected hadn’t opted out of community ID
