Why are votes needed for children in a swap with 5 given votes?

This swap was posted, got 5 votes and was committed:

Basically it is a genus swap, that with children included, should have swapped the 5 species as well.

Why then does this generate 5 new swaps? Each of which also needs 5 votes.
The 5 votes has already been obtained, but now this requires 25 more votes!

This is plain silly. If necessary warn voters that the swap includes children. But why does the voting process have to be repeated for each child?

As noted by a Staff member in the comments on that flag (posted after your topic to be fair), they are already aware of shortcomings like this and are working on improvements. So I’m not sure what further purpose discussion of the issue here is going to serve.
