There is a filter for Quality Grade when browsing taxa photos. The default is any but you can toggle Research to show RG photos.

Except - sometimes the observer who Opts Out - is THE taxon specialist, with a carefully researched ID. And they in turn, get tired of IDs pushed back by well meant but wrong IDs.
