my main confusion revolved around the fact that the Atlas of Living Australia accepts all of the licences with ND or SA elements despite it being the official Australian node of GBIF. I’d have thought GBIF and its nodes would all have operated under the one, consistent system

I don’t know if that fact page is outdated, was always wrong, or is referring to something else, but I know that the ALA unequivocally ingests iNat records under every single licence except all rights reserved (I work for the ALA)
For example, here’s an observation licenced as CC BY-NC-SA: https://www.inaturalist.org/observations/131510014
