Nearly half of the first place city is casual.

Yes for La Paz 2023, they currently have 48.8% casual. What surprized me more is that they only have 12.33% research grade, even now after 2 years for potential identification. It seems they have not made much effort towards identifying their observations.

So I guess for some cities it’s less of a “City Nature Challenge”, and more of a “How active can you be on iNat challenge”

It really depends on who is participating that matters. The definition changes for everyone. For me personally, it’s a fun challenge to find as many critters as possible.
