I was wondering if it’s ok to create species guides for a zoo or aquarium or a living museum collection.

It is okay to put observations of captive animals, but at the bottom of the page under ‘data quality assessment’ you want to mark that the animal isn’t wild.

As far as I know, there are no restrictions on what you can put in iNaturalist Guides, so captive observations in a collection should be fine. However, note that the Guides functionality is somewhat limited and unsupported, as the Help page says:
Please note that as of January 2019, the Guides feature is presented “as is”; while we don’t have any plans to delete it, we don’t plan to develop it any further.
