Attempting to flag a project results in the comment with the same ID number being flagged instead

Platform: Website

Browser: Chrome, Firefox (checked both)

Description of problem:

Step 1: Go to project 162989

Step 2: Flag the project using “Inappropriate Content? Flag As Inappropriate” at the bottom of the page (edit: I initially flagged it as other with an explanation, as did the original flagger, but I get the same result regardless of the reason selected for the flag)

Step 3: Flag shows up on comment 162989 instead

Edit: this issue seems to be specific to “Flag As Inappropriate” on the project page itself—flagging the project from here (using “Add a Flag” in the upper right) correctly attaches the flag to the project rather than the 2012 comment
