Change account deletion functionality to allow account anonymisation and prevent deletion of IDs

The conversation here seems to be turning a bit acrimonious and focused on hypothetical changes and arguments about the moral responsibilities of iNat users. Let’s please keep the conversation focused on constructive suggestions about the feature request at hand (allowing account anonymisation options on deletion). The requesting OP specifically noted:

OK, suggestion for improvement: to keep users from circumventing the requested ‘anonymisation-instead-of-deletion feature’, the ability to delete contributions must be either removed, or at least restricted.
