The level would also allow you not only to add branches but effectively exclude them
In addition, the ability to set a general tagging rate, and override for taggers who you value e.g.
Your default per person: 2 tags per day, 3 per week, 4 per month
Your override: 5 tags per day for (list of people)
anyone tagging too many, the submission of their comment with tag is blocked with a notice of why.
People who have expertise and regularly use the platform will certainly set these things.
