Mentioned in the linked bug report - Pixel phones do not record location accuracy when you take photos in the default Camera app. But if you import a photo taken from an iPhone into the Android app it does import the location accuracy.

PS positional accuracy unknown are included
So for example in my Western Cape these obs are excluded for being OVER 50 km, while Accuracy NOT Recorded is included.
