Missing or "wrong" license for GBIF

I assume you are wondering why GBIF does not accept licenses with ND or SA elements. These elements of the CC model can be a bit tricky, particularly for something like data sets that consist of lots of independent pieces that may come from different sources and be used in different combinations.

my main confusion revolved around the fact that the Atlas of Living Australia accepts all of the licences with ND or SA elements despite it being the official Australian node of GBIF. I’d have thought GBIF and its nodes would all have operated under the one, consistent system
