Today I found this plant with variable number of petals on the same plant, so I was wondering is this very rare or is it something that is common in some plants?

It happens. I see this in annual Polemoniaceae more than any other group
Galium is also notorious for this.
One time this year, I found a forget-me-not with 10 petals. I wish I had gotten a picture.
