Second account to confirm his own ID

I came across a user whose 100% of identifications are for only one other user, with no uploads or comments. Additionally, some of their identifications are incorrect or baseless. For example, one observation had a poor, unclear photo of a small insect, and the ID is clearly incorrect. It needs much more information to determine the ID from just one bad photo.

Can I assume, based on these factors, that this user was created by the other user to have someone confirming their identifications for their own observations?

It’s best to assume the benefit of the doubt in situations like these, however if you do think something is wrong, kindly reach out to the user(s) first. It’s possible they are just friends
