Given how zealous these poachers seem to be, what’s stopping them from using iNat to track down new sages to harvest?

Definitely an important discussion to have. The best practice for these kind of cases is to flag the taxon (https://www.inaturalist.org/taxa/64134-Salvia-apiana) and promote a discussion there; not everyone who uses iNat is on the forum, so valuable contributors to the discussion may miss out.
