Time of Day Param displaying observations made in the wrong hour

I’m wondering if there might be a glitch in the implementation of this? For example, this search:

https://www.inaturalist.org/observations?hour=9&order_by=observed_on&subview=table&taxon_id=141481

appears to select all observations observed between 09:00 and 10:59 in the observer’s time zone. So specifying a single hour seems to return data for two hours.

If I change the hour= parameter to 9,10 I get three hours of data.

I can replicate with that link, but not if I do it with something like this https://www.inaturalist.org/observations?order_by=observed_on&subview=table&taxon_id=47163&user_id=tiwane&verifiable=any&hour=9 Haven’t had a chance to dig into it any more at the moment.
