GADM Level 1 are fine (I do not know if “official” transliteration exists, but anyway the names used here are understandable). For Level 2, it is generally also fine, but there are some questions. First, in Kharkiv region (=oblast) one district (=raion) is missed: Kolomats’kyi (see https://en.wikipedia.org/wiki/Kharkiv_Oblast#Administrative_divisions and https://en.wikipedia.org/wiki/Kolomak_Raion); on the map it is merged with Valkivs’kyi. Also, a few districts on the map are blank and nameless. I cannot tell about the whole country, but there might be more issues.
