I don’t think using public camera is the same as your own, I believe there might be copyright issues?

I’d say if its not your camera then best not to upload since there will be copyright issues,

It’s not if you have a permission and saw the object of the photo.

This topic has come up a number of times (e.g. here ). Please do not upload screenshots from live cams because you do not hold the copyright to these images. I’m going to close this topic since the question has been answered.
