I have a banded white dove/pigeon who arrived on December 18th. We were told it is likely off course and was told to feed it. Once it refueled, it would go on its way. It’s been over a week and it’s still here. No help from my local community. Thoughts?
Could you provide a scientific name (or just a common name) for the species? I want to help (I love birds) but I don’t really know much about doves or pigeons.
Could it be captive, since it’s banded and white, and trained to stay?
The ring numbers are registered by the birdstation where the ring was given.
So you could ask your national bird center, where the bird comes from, when you can read the letters and numbers.
Scientist would be greatfull to have this information. And they also can advice you, if you should continue to feed the bird, and other questions you have about it.

Aviary-bred birds are leg banded at hatching. I agree this is a domesticated pigeon (@eyekosaeder gave the scientific name), and probably belongs to someone. Some pigeon fanciers keep homing pigeons and have competitions where the pigeons are released some distance from their homes and the owners keep track of the time it takes them to return.
Ask your nearest homing pigeon association?
Someone local may fetch the bird to pass on, back home.
