What's Wrong with the Eyes of this Common Grackle--is it Molting?

I saw this Common Grackle today at 6:35 AM, downtown urban centre in Southern Ontario, Canada. It was with other Grackles, a European Starling and House Sparrow. Someone seemed to be mobbing someone but I only caught the tail end so I’m not sure what was going on. They all landed at my feeding station for a breather. That’s how it appeared to me. This one below is losing its feathers around both eyes. Is it a disease or normal molting routine? It seems like the wrong time of year to be molting, since everyone is having babies to look after right now.
