Description of problem (please provide a set of steps we can use to replicate the issue, and make as many as you need.):
The apply_project_rules_for filter does not appear to work for annotation rules in a collection project. It works for taxa and place at least, but not annotation rules.
The below link should show alligators with the alive or dead annotation set to dead. But instead it shows all alligators
If you use project_id instead, it works. But for more complex filtering, it would be helpful to use both filters. See below for working link (warning, dead alligators)
