Because annotations have to be used by both scientists and ‘engagers with nature’ they need to be broadly right rather than narrowly wrong.
An emerging flowerspike with no flowers visible - I (not a scientist) would count as budding. We don’t have narrower definitions - because scientists would end up sorting thru data which was more wrong than right.
