Can't apply for oauth application

Is 10 improving identifications really the best gatekeeping for this page?

I would like to get an oauth token, so I can help working on issues with the new INaturalist app.

Thanks for wanting to help out with iNat.

As far as I can tell this isn’t a bug, unless you’ve met the requirements and are still not able to submit an app owner application. Is that the case?

Otherwise it’s more of a policy question.
