Who can create new spieces/taxa/subspezies
Quercus streimii = Quercus petraea × Quercus pubescens

Curators can only create taxon, yes, but anyone can flag the taxon so that a curator will see it and add whatever correction they may have. Click the curation button and then add the flag for Quercus petraea × Quercus pubescens. Here is an example for it:
