If I’m interpreting your question correctly, you want to find observations that don’t have any identification added yet?
First step would be to go to the Identify page, which is linked in the main site header:
https://www.inaturalist.org/observations/identify
Then click “Filters” and select the icon with a question mark, for “Unknown”* observations, or observations that don’t yet have an ID:
This will bring you to https://www.inaturalist.org/observations/identify?iconic_taxa=unknown
From there, you can refine the location to your area of interest by typing in a Place:

*A quirk of how these “iconic taxon” categories work on iNat is that some groups, like viruses or bacteria, will appear in this search. There are ways to exclude these groups by editing the URL.
