How to make observation fields

I find observation fields, when there is an applicable one, useful to denote organisms where taxonomy is uncertain (to denote which complex it belongs to since just getting RG at the genus level can be unhelpful imo because of nearby species in the same genus but not in the complex being indistinguishable apart from the observation’s media- which maybe is good enough?). Does anyone know if users can make new observation fields or is this restricted to staff? Or are observation fields just not a currently continued feature? And any thoughts on this use of observation fields and whether or not it is actually helpful for GBIF are appreciated.
