Well, if you hadn’t specified that it has to have petals, I would have nominated the Lemnoideae.

In the desert I observe such species a lot!

If I try to stick to your 6 inch height limit, and to plants with “conventional” petals, the species in these groups would fit for the most part:

Eriogonum subgenus Ganysma (some species may be too tall)
Eriogonum Subgenus Oregonium

There are many more individual species scattered throughout the flowering plants, so it will probably be a never-ending compilation. I guess you can just add them to your project when people request?
