Level 1 does seem to be matching the boundaries of the three provinces. (I don’t know about Level 2.)
PlantNet seems to have more of a following there. I don’t know why.
You could try extolling the virtues of iNaturalist to the folks at Endemia (http://endemia.nc/), which caters for all of life. I’ll be there in a few weeks, and will mention iNaturalist to the Endemia team. But an approach from the top could help too.
I do have to admit I find the taxonomy panel on the left of observations in Endemia both intuitive and useful for navigating among species in a genus. For instance, the panel is convenient and fast loading when trying to suss out the visual differences between Asplenium polyodon and Asplenium listeri. As far as I am aware, PlantNet was/is based in France and perhaps that is in part why PlantNet has a following in Nouvelle-Calédonie.
