A user posted an obs using a photo from the Florida Times-Union news website. What, if anything, to do?

The time, date and/or location can usually not be determined. If this is marked in the Data Quality Assessment, the observation becomes casual/non-research grade. Marking the DQA usually is the solution for data like this.
Please flag for copyright infringement if it is not their photo. You can link to the source in a comment on the flag.
