Description of problem:
My own user has at least 1900+ observations within Argentinia, see https://www.inaturalist.org/observations?nelat=-25.4949999&nelng=-53.6374106&subview=table&swlat=-28.1652341&swlng=-56.0586375&view=observers (Misiones Province). However, the same user does not appear in https://www.inaturalist.org/observations?place_id=7190&view=observers even though the user that list’s at position number 500 has only 600+ observations there.
I’m not entirely sure which username you’re referring to, but the link you gave for Misiones is not actually just Misiones, it’s a rectangular boundary that includes parts of Brazil and Paraguay. If you want Misiones, please use the place number (https://www.inaturalist.org/observations?place_id=10422&view=observers).
