Possible Pond Trap?

Ok, while not seeking ID of a species, so hope posting this here is okay.

Found this in a local pond a couple days ago and wondered if it was a trap of some sort. Looks like some find mesh chicken wire rolled up, but I can’t see what’s underwater, and that’s where I would guess the entrance is if this was a trap.

The diameter was about 6-7".

I suspect it’s probably there to protect a plant.

Agreed, looks like the cages people put around young trees. Has the pond level risen much? It could’ve been on the bank initially. That, or it’s litter.

I just checked it again today, pushing on it a bit with a branch. I’m not thinking it might be to protect a small water drain from clogging, but not that this occurred to me, I need to check it’s location more closely next time and will report back.

The pond level does not rise/fall much, I’ve seen it up 2-3" after a couple days of rather heavy rain, in the past 2-1/2 years (they actually have level poles in two of the area ponds now).
