Does iNat purge projects that have been created, but never used? This person seems to have created several projects, but has only ever posted one observation.

those look like spam… projects to create someone’s artwork rather than to add iNaturalist observations to. I’d flag them as spam, i did that with the first one at that link, if you scroll to the bottom of the observation:
I also flagged the user as spam because the only observation they had was a pigeon identified as a ‘red footed booby’. This is just a spam account.
