Set consistent legend for Life Stage Annotations

Description of need:
It appears that for Life Stage Annotation graphs across different species (even in the same broader taxonomy - e.g. amphibians) the legend shows up 1) with the life stages listed in different orders and 2) each life stage associated with a different color. In addition, the legend is only ephemeral (only appears when you mouse over) and thus difficult to screen shot if using the graph for a presentation; it also only shows up with values for one month - a general, static legend that you could “turn on or off” would be more usable.

Feature request details:

  1. set a standard life stage annotation legend (life stages list in the same order and with the same color associated with each life stage)

  2. include a more static, general life stage annotation legend that you could turn or or off that doesn’t include the values for one month

I’m not sure if the color issue is a bug or not, but I agree it should be consistent. Adding a static legend would take some design work. Where do you imagine it appearing?
