Species level ID not going to RG?

Description of problem:

Adding a non-disagreeing species-level ID to an observation ID’ed by the observer to the subspecies does not result in getting RG. Unless something has changed, the observation should become RG at the subspecies, and definitely should at the species. The observer has not opted out of community ID. Marking DQA Community Taxon ‘good as it can be’ results in observation becoming casual. Maybe I am missing something, because usually a bug like this gets fixed by interacting with the DQA, but not sure.
