Is there a way to find which are the top observed species by place, without having to create a project targeting that same place?

Have you tried the Species tab in the Explore view?
e.g. birds of mexico by # of observations https://www.inaturalist.org/observations?place_id=6793&subview=grid&taxon_id=3&view=species
