Two bugs referring time in search results/observation lists

Problem 1:

There are two formats of observation lists,

  1. arranged as search results, e.g.
  2. the other, with the map on the right, the correct name of which I do not know, which also allow search, e.g.:✓&q=&search_on=&quality_grade=any&reviewed=&geoprivacy=&identifications=any&captive=&place_id=139356&swlat=&swlng=&nelat=&nelng=&taxon_name=&taxon_id=&day=&month=&year=&[]=&d1=&d2=&created_on=&site=&tdate=&list_id=&filters_open=true&view=map

If Novosibirsk time is concerned (NOVT), the time of both observations and adding in both formats differs for one hour!
Format 1:

Format 2:

The time in Format 1 is correct and coincides with that in the photo EXIF and in the observation itself, the time in Format 2 is one hour earlier.
This concerns only the Novosibirsk time (NOVT), other regions seem to be OK. The reason seems to be as follows: on July 24, 2016 Novosibirsk Province changed the time zone, being moved from GMT+6 to GMT+7. Hence Format 1 refers to the current situation with NOVT, while Format 2 to the out-dated one. Anyway this discrepancy would better be corrected.

Problem 2:

For some reason, Format 2 automatically shifts the time zone of osbervation adding to the time zone where the observation was made. Below is an example where the observations were made in Iran but uploaded in Russia, Novosibirsk. See the difference in the ‘time added’:

Format 2:

Again, the time of adding is correct in Format 1 but unjustifiedly adjusted in Format 2.
