Observation time not showing in list, though visible in edit mode

This seems to be similar to a closed topic.

The observation list does not display the timestamp for a particular observation,

though it is in the system, as shown on the Editing Observation page.

The time is formatted incorrectly, there’s an colon between 4 and PM. It should say 4:54 PM not 4:54:PM.
