Add +/- buttons or text input to the "offset time" paramater

Description of need:
Right now the “offset time” option can only be set by dragging a slider, and this slider is very small and has 49 stops (one for each half hour, from -12 to +12), which makes it quite annoying to specify a specific value (at least for me)

Feature request details:
Either adding +/- buttons (which would increment/decrement the offset by a half hour) or just a text input for the offset would make it much easier to select a desired value I think.

You can use the left and right arrow keys to adjust by the half hour

What about quarter hours? There are quarter-hour time zones.
