Yes, it pops up in that filter, but not for creating a project as in the screenshots I provided.

Oops, did not check for projects specifically. I’ve had to create a place previously to include it in a project. So in places, when I type in Washington County, it seems like all of the options in your original screenshot comes up, except the one you want. Try creating that county as a place first …

Apologies missed the abbreviated form. But, since the place exists and there is already a project associated with it, that means it must be able to work.
