I’m new here and working on an application where I’d love to use the iNaturalist API.
I tried registering an app via: https://www.inaturalist.org/oauth/applications.
According to the requirements, I should:
Both conditions seem to be met, but I’m still unable to apply for app registration.
Does anyone know why this might be happening or how I can fix it?

That’s not the text, the text is “10 improving identifications” (emphasis mine). “Improving” is defined here: https://help.inaturalist.org/en/support/solutions/articles/151000170241
I see mostly Leading and Supporting IDs when I go to https://www.inaturalist.org/identifications/paddenstoelenman You can check the gray box for each ID to see what it’s labeled as.

would identifying my own observations count, or must I identify other users’ observations?

The 10 improving IDs have to be on others’ observations, not your own.

It’s pretty easy to just add some basic IDs to “uknown” observations and once those get confirmed they count as “improving”.
Sweet! Maybe we can add the link https://www.inaturalist.org/identifications/user_id to the https://www.inaturalist.org/oauth/app_owner_application application page, so it’s more obvious to users like me that don’t read documentation :)

It was not clear to me what was meant by improving identifications.
Could you change the defunct link on this page https://www.inaturalist.org/oauth/app_owner_application ? It leads to https://www.inaturalist.org/pages/help#identification which does no longer exicsts
and causes the confusion for me.
I will get back to work!
