Just do a Google Scholar search with the key words ‘light’, ‘pollution’, ‘animals’ and you’ll get a ton of academic papers on the subject.
More creative Boolean searching on the normal Google search to refine the results will give you other resources.
No, they need a person to participate in a webinar as an expert.
International Dark Sky Association would be your best bet as they will definitely be able to refer you to the right authority.
