Looks like iNat keeps importing the same kingdom rank taxa over and over. Curators then mark them as inactive.
e.g. https://www.inaturalist.org/taxa/search?is_active=any&q=Animalia&utf8=✓ and https://www.inaturalist.org/taxa/search?is_active=any&page=4&q=plantae&utf8=✓&view=grid
