I don’t think it’s a bug so much as not very useful programming. I don’t think anyone has a goal of seeing every species in every calendar month!
I agree that most people don’t want a list of what they haven’t seen in October, but there surely are some. I’ve known several birders who keep separate lists for each month of the year, and would rush out to add a bird they had seen many times, but for a different month.
