How do I see a list of the taxa I *haven't* observed in my area?

First of all, is there a way to make a list and automatically populate it with taxa observed by all users in a given area? Can you make a life list based on a project?

I want to be able to see how many taxa of the total observed in my area I have observed, and what those species are.
