How does the "Like" limit actually work?

Several times now I have hit the maximum number of Likes in one day. Or so it says. So why can I still Like as many posts as I want? I see a popup after every new Like I give (“You’ve reached the maximum number of likes. Please wait x minutes before trying again”), but the Like still saves and I can continue Liking afterward. Here’s the popup:

After my next Like, 7 minutes later:

More of a Discourse bug, but it’s not actually a bug. If you reload the page you’ll see that none of the likes you made after it sent the popup actually count. They will disappear right when the site is loaded again.
